The below figure show the Oracle Certification Roadmap. As you can see after taking first two exams you can get OCA title. As far as I can understand you donot need to take any course to get this but to get OCP title you need to participate an Oracle course or you can first take Oracle8i DBA certificate (5 Exams) and take an upgrade exam to Oracle9i. If you choose that way you have to take 6 exams.

You can take the first exam from the web. In that case you pay 90$ (about 25% less). In order to get OCP title you have to pass all the exams and participate to an Oracle course. Latest information can be found from http://www.oracle.com/education/certification/
